General Information:

The 1999 International Conference on ANTENNAS, RADIOCOMMUNICATION SYSTEMS & MEANS (ICARSM'99) will be held at the Voronezh State University, in Voronezh, Russia, May 25 through May 28, 1999. The Conference, the fourth ICARSM, is organized and sponsored by the IEEE APS-Chapters in Russia Section (Moscow, St. Petersburg, Nizhny Novgorod), the Voronezh Construction Bureau of Antenna Design, the Voronezh Regional Administration and the Voronezh State University.

Objective. ICARSM'99 is intended to provide a Russian and international forum for the exchange of information on the progress of research and development in antennas, radiocommunication systems and related fields, as shown in the topics below. Another important objective of this meeting is to promote interaction among participants. You will meet with state officials, scientists and researchers, top-rank specialists, chief executives from many regions of Russia as well as various countries around the globe.

The working languages of the Conference will be English and Russian with synchronous interpretation. The Proceedings of the ICARSM'99 with full texts of all papers will be published in English and Russian. The venue of the Conference will be Voronezh State University.

Previous ICARSM meetings:

The first conference took place in May 24 - 26, 1993 in Voronezh, Russia. It gathered about 90 participants from all over Russia, and the other FSU Republics. About 40 paper were presented covering a variety of aspects of antennas and communication means. The book of abstracts was published (in Russian).

The second conference took place in May 29 - June 2, 1995 in Voronezh, Russia. It gathered more than 110 participants from all over Russia, and the other FSU Republics (Ukraine, Belarus). More than 60 paper were presented covering a variety of aspects of antennas, microwave devices and communication means. The proceedings (300 pages) were published in Russian and in English.

The third conference took place in May 26 - 29, 1997 in Voronezh, Russia. It gathered more than 260 participants from Russia, and 10 other countries. More than 80 paper were presented covering a variety of aspects of antennas, microwave devices and communication means. The proceedings were published in Russian and in English each about 700 pages.

Suggested Topics: This conference will cover a wide range of subjects. Young Scientist Grants: Grants are available for students and young scientists of the age below 30 for participation in the conference. Grants will be given only on the condition of presenting a report to the conference. Grant includes registration fee payment and part of accommodation cost.

The grants will be distributed according to a competition organized by the Technical Program Committee after receiving the requests. To take part in the competition, one should present a request together with the text of the report. The request should include title of the report, short biography, information about his education and today's job. A reference from the place of study or work should be added. The request can be sent by email until March 1 1999.

Instructions for Authors:

The authors are encouraged to have their papers organized in a "standardized" order: paper title; author(s)name(s) and affiliation(s); mailing, facsimile, and e-mailing addresses of the first author; abstract (not exceeding 7 lines); introduction; main body of the paper; numerical data and/or numerical examples (for analytical treatments); discussion (where appropriate); acknowledgments (if applicable); references.

The authors are also encouraged to make their work as practical and palatable as possible. The introduction should indicate clearly how the submission relates to previous work and the unique aspects of the current submission.

The papers must be written in English on 3, or 4 or maximum 5 full occupied pages of A4 format, including text, formulas, figures, and references. The top, left, and right margins are 2.5 cm, the bottom margins are 3.5 cm. The pages should not be numbered.

Single spaced text should be written in Word 6.0, 7.0 or Word-97 for Windows using font Times New Roman, 12 pt. Title should be written and centered on the first line(s) in bold capitals. After the title, one blank line should be added, and author name(s) should be written (centered, low case, bold). A blank line is added after the author name(s), and affiliation (including address, phone/fax numbers and E-mail) should be written (centered, low case). Two blank lines should be added between the affiliation and main text.

A brief abstract of 7 lines maximum may be before text. The formulae should be typed, references to formulae should be put in round brackets, drawings and tables should be prepared with the aid of graphic processing software. Available formats (.wmf, .cdr, .pcx ) - all for 300 dpi. Drawings and tables may have or not caption and name, but the number is required (e.g. Fig.1).

Bibliographical references - in square brackets. References should be listed and numbered (without brackets) at the end of the paper; a heading "References" is to be in the center of the text; a list should be of five bibliographical references maximum.

The papers can be sent to the Program Committee on the 3.5"- 1.44 Mb floppy disk and in the hard copy to address:

Venue and Location:

Voronezh is an ancient city in the middle of Russia. It is located about 480 km to the south-east from Moscow. The city is split into two parts by Voronezh River.

Voronezh and Moscow have a convenient train connection (night train). There are daily direct flights to Voronezh from Moscow and many other cities. At the end of May , the weather is generally very good with sun and long hours of daylight. The day-time temperature is expected to be around 20 - 25 C, night temperature 12 - 17 C. There are Opera and Ballet Theatre, some other theaters and concert halls. There are many other tourist attractions, museums, history and religion memorials. Voronezh is cradle of the Russian military fleet. Near Voronezh is disposed the famous Chrenov stud (Russian Orlov's trotters) and the Beaver preserve. Wild boars, foxes, deers, elks and beavers abound in this Russian wildlife reserve.

In 1586 a fortress Voronezh was built here to defend Moscow against nomadic tribes from the South. At the end of XVII century by Peter the First's order the construction of the first Russian fleet started on the Voronezh river. It was the beginning of Voronezh development. During World War II the city was almost completely destroyed. Still there are many old buildings which were restored, so it does not look completely modern. Nowadays Voronezh is one of the largest Russian cities with population of about one million.

Voronezh has the State University, a variety of institutes, a lot of industrial plants. Local industry produces the Illyushin 86 and 96 aircrafts, heavy power presses, modern excavators, railway bridges sections, chemical products (especially synthetic rubber), medical equipment, colour TV sets and video systems, equipment for agriculture and the food industry, food products. An nuclear power plant stands just outside the town. 


Voronezh is located on the bank of R. Voronezh, 12 km from the point where it joins the Don. Its name comes from voron (raven) and its ancient coat-of-arms shows a raven perched upon a gun. Archaeologists have found that Slav tribes have inhabited this region for the past 1000 years and the area is mentioned in chronicles of 1177. In 1586 a fortress was built here as a link in the chain of defences called the Belgorod Line, across the Don Steppes, which was designed to stop Tatar raids. The fortress guarding the south-eastern border of the Moscow state stood on the high right bank of the river, and beyond it stretched "the wild field", the limitless steppe.

Voronezh was important as the point where prisoners of war were exchanged, as the place where foreign ambassadors were greeted as they traveled up the R.Don, and also where they took their leave when their missions were accomplished. Its location beside the waterway leading to the Black Sea and the Sea of Azov led to the town's rapid growth and by the 17th century it had become the center for trade with the south. Bishop Mitrophan, who died in 1703 and was later canonised, was influential in its development and so was Peter the Great who first visited Voronezh in 1694 and was struck by its strategic location. vo_peter.jpg (15423 bytes)

The following year, when he had failed to take the Turkish fortress of Azov, Peter proclaimed, "Any potentate who has infantry only is one handed; he who has also a fleet has two hands" and Voronezh accordingly became a shipyard. Shipbuilders came from far and near to construct see-going vessels. Peter himself travelled to Holland and to England to study the profession and invited shipwrights to Voronezh from both countries. The new fleet was built in record time and in 1696 Peter, as captain of the "Principium", led his fleet to capture Azov.

Voronezh lies in the black soil region which has long been Russia's breadbasket. Consequently most of the town's trade was at first in grain, but later the exports of wool and fat increased considerably. Foreigners who settled in the town brought their own architectural styles with them. There were wide-roofed Swiss houses with balconies, narrow-windowed English cottages, and the Dutch houses with their pointed roofs, although built of wood, were painted over to resemble brick. Open fireplaces caused a great sensation and indeed a local historian described the new buildings as "a real miracle". Voronezh was one of the first Russian towns to conform to Peter's innovations and reforms during his compaign to modernise his country, including such recommendations as that those of noble birth discard traditional dress and adopt French fashions. Most of the buildings put up in Peter's time were destroyed in a great fire in 1748, including a palace and the houses that belonged to foreigners.

At the end of the 19th century the town's industry began to catch up with its flourishing trade. New factories were built on the left bank of the river, including a synthetic rubber plunt. During the 1905 Revolution, local workers rebelled and in the civil war which followed the 1917 Revolution the town changed hands several times. The local Jews suffered much from the pogroms.

Voronezh was a front-line town during the Second World War. The German army occupied the right bank of the river but were unable to cross it, so for several months the place was the site of continuous fighting. Only Stalingrad and Sevastopol were riddled with more mines than Voronezh. 92% of the houses (a total of 18,000 buildings) were burned down and after the liberation the place was like one enormous minefield. After the war many old buildings were reconstructed to preserve the town's original appearance. The main street is Revolution Prospect, formerly Great Noble's St., which ran for more than 2 km parallel to the river. No.22 in this street is the building of the Governor's House which was built in 1725. Nearby is Petrovsky Garden with a statue of Peter the Great by Gavrilov; it was put up in 1956 in the place of another statue of Peter which had been erected in 1860 but was desroyed during the war. There is a pleasant fountain behind the statue.

During the early 1930s a number of buildings in Constructivist style were put up along this street: the House of Books, Communications House, and the offices of the South-Eastern Railway. They too were badly damaged but have been restored. At the southern of the street is the House of Trade, built in 1934 by Popov-Shaman and popularly known as the Smoothing Iron because of its shape.

Voronezh has ten higher education institutions, including the University which was opened in 1918 when Dorpat University and the Agricultural Institute (founded in 1913) were both evacuated here from Tartu, Estonia.

Not far from the river stands Peter the Great Arsenal, having survived all the the disasters that have befallen the town. On the left bank is the newer part of Voronezh, founded in 1928. It is an industrial area, now stretching along the river for 16 km. One of its main thoroughfares is Heroes-of-the-Stratosphere St.

Voronezh is also a city of science and students. There are 20 Higher and secondary education establishments where several thousands of young people study. Students, post graduate students and trainees from 54 countries obtain their education here. Voronezh State University is one of the leading institutions of higher education.

Voronezh has rich cultural traditions. There are theatres: the Drama Theatre, the Opera Theatre and the Ballet, unique puppet show and the Young spectators Theatre; a circus; the Voronezh Russian Song and Dance Ensemble; Philharmonic Society; museums; the Picture-Gallery with the paintings created by Nicolai Rerikh and our great compatriot Ivan Kramskoi; libraries and reading rooms. It is the birthplace of the world famous writers Andrei Platonov and the Nobel Prize winner Ivan Bunin, the poet Osip Mandelshtam was exiled here.


Socials: For the Conference participants there will be offered a cultural program. Participants will be given an opportunity to take part in excursions and to learn about history, sights and cultural life in Voronezh. The main Social Events are:

The Organizing Committee will be pleased to assist in making personal arrangements, either before the Conference, or at the Registration Desk. There will be highly interesting visits to Russian research centers.

Transportation in Voronezh: On the Conference starting day (25 May, 1999), a special bus will go from Voronezh railway station to the hotel at 08:45 (morning). The bus will be waiting on the right side of the station when looking from Moscow. In case of necessity, car transportation from the airport or the railway station to the hotel "Brno"(and the Registration Desk) can be provided on May 25 and May 26. If you arrive at other times, the use of public transport (city buses and trolley buses) is recommended. In case of necessity, car transportation from hotel to the airport or the railway station can be provided after the conference.

Meals: Many restaurants and cafeterias are located close to the venue. Limited number of tickets for lunches in hotel restaurant "Brno" will be available at the Registration Desk. Full prices may be, approximately, from US$ 20 to 40 per day PER PERSON.

Details of ICARSM'99 Troubles

It was all right with ICARSM prepartions until mid April.

But... But... But...

Unfortunately, an unexpected situation has developed in April, when all working materials of conference were unlawfully (as we believe) excepted by the Voronezh police from the conference office and the financial accounts of the main organizer and financial sponsor (VCB AD with Dr. V. Sergeev as the Head) were unlawfully completely blocked.

The reason consists of doing usual police service investigation in connection with a lawsuite agains the VCB AD company, but our conference has nothing to do with that, that is why we think that such operations of the police are illegal.

This means, anyway, that ICARSM cannot be held in May 1999 and we are forced to postpone this conference for one year.
